As the world becomes increasingly interconnected, the proliferation of cyber threats poses significant challenges to global security and stability. the role of international law in addressing transnational cybersecurity threats and explores the challenges and opportunities associated with its application in this context. Drawing on existing legal frameworks and case studies, the paper analyzes the effectiveness of international law in regulating cyberspace and mitigating cyber risks. Furthermore, it explores the evolving nature of cyber threats and the need for adaptive legal responses to address emerging challenges. By examining the intersection of international law and cybersecurity, this paper seeks to contribute to a deeper understanding of the complexities surrounding cyber governance and the potential avenues for enhancing global cybersecurity cooperation.
